Fix a few cases of missing CCFLAGS and LDFLAGS (#96)

src/lib/libast/Makefile:
- There were a few instances where the CCFLAGS and LDFLAGS were missing
  in the Mamfiles and a Makefile. This commit fixes the problem by merging
  the changes from Debian's blhc.diff patch:
  f8fea737c9/debian/patches/blhc.diff
