7.2 maps [OSM] (#2486) 
* move scripts and assets

* webpack does not bundle externap -- not node -- modules

* change main.js to *-bundle for viewer, test-page, and installer

* disable the long download of osm for all versions of local_vars

* start nginx for OSM always

* let nodejs provide js packages
